I'd be interested to know who had this idea in the 1980s. The earliest I know of is Ernest Martin's book The Temples that Jerusalem Forgot published in 2000.

I wish I could remember where I read it but it was too long ago. The premise was the Temple is not where the Dome of the Rock is. The claim at that time was the Dome was built over the Fortress Antonia.
