The law passed two decades ago, with Democrats in charge of the Legislature: In California, a family that conceives and births an additional child while on welfare is barred from getting an increase in its grant.
Today, with Democrats still in the majority, the measures base of support is eroding. Advocates for the poor are mounting their strongest effort yet to repeal the so-called maximum family grant rule, a big-ticket spending item that could bleed into state budget talks.

It was a time when Dem felt they needed the votes of white taxpayers; they no longer feel the need. Overturning this law is probably an attempt to 1) increase the number of blacks in comparison to Hispanics so politicians pretend they care about them more (since the spotlight has been on Hispanics, with their greater numbers, for years now), and 2)attract Hispanic and white trash votes as both of those populations increase.
I believe the last was a big factor in BJ Clinton supporting the welfare reform of 1996; a lot of unskilled and low-skilled whites had begun imitating their darker urban countrymen/women in breeding for cash, and it was obviously unsustainable. Many of these minimum-wage increases are intended to get such people back into the workplace; a system in which low-wage jobs give the same (or worse) standard of living to that of welfare sows encourages too many unwanted babies and no workers.
We must embrace the inner welfare queen now.
