Well, it is the Congressional Medal of Honor whether we like it or not. And then the president gets the glory of actually presenting it.

Actually, no. This is a common misconception. There is no such thing as a Congressional Medal of Honor.

The “Medal of Honor” is an award specific to the Armed Forces of the United States. It exists in three types; Army, Navy, and Air Force. The Medal of Honor is awarded by Congress and generally presented by the President.

Congress bestows its own highest award, the Congressional Gold Medal, and the President bestows the Presidential Medal of Freedom. But these are civilian awards having nothing to do with the Armed Forces.
