They must mean “highest percentage of population” and NOT “greatest number” because California probably has more people on food stamps than actually live in New Mexico.
There is no way NM is #3 based on actual numbers.
This is misleading . Cali might have fewer people in percent of total population on food stamps, but it spends the most money on them.
