We don’t know that but we certainly want to believe it. Remember who is calling the shots and setting the ROE for the U.S... He has no will to get the job done thus our military have their hands tied behind their backs. WHY was it important for him to order the use of drones in other countries and not in Syria or Iraq? He himself bragged about the success of the drones and yet I haven’t heard one word about putting them to work over territory ISIS has taken. I’d like to know WHY!!!!

Congress, if wanted could set the ROE. They are hiding behind the office of the President and not entering into preventing or telling the President to engage in War.
The Pentagon has estimated killing 6K ISIS members. No other country has killed that many. That is part of the problem. Most countries don't want to help out when they know the US will put their boys and girls at risk.
