The way to get a handle on this is to strike Islamist Islam at its heart: to get the CIA and possibly other intelligence agencies to conduct an assassination campaign, similar to Stalin’s “Smert’ shpionam” (death to spies), but targeting violent Islamic instigators.

Importantly, the CIA does not decide who will die. Only the Imams themselves can draft their own death warrant, by preaching terrorism, murder, violence, war, conquest and the worst forms of oppression.
If at all possible, it should look like an accident. It might serve to make the death of particularly nasty ones look to be the work of a shadowy Muslim organization or even of mystical origins associated with his practicing witchcraft or worshiping Satan.
When all else fails, blame the Mossad...
