Notice that it is the People and the States who declare war (acting through their representatives in Congress assembled), and that they don't just AUTHORIZE the President to act, they DIRECT the Commander-in-Chief of OUR armed forces to act, and not just to act, but WHAT to do and HOW to do it.
THAT is when the United States of America is at war.
And, it is not a coincidence that, lacking that authoritative and decisive action, we always lose.
