Ultimately...how could the city prove that you were blogging within the city limits? Further, lets assume that you lived outside the city, were a blogger, could they prohibit anyone who was a blogger from blogging within the city limits?
As you say..not only is this unconstitutional, it is unenforceable.
or maybe they want you to pay up to even blog ABOUT Philly?
