“Someone can believe in God and not be a Christian.” Then they do not believe in God. They may have a fanciful understanding of a god, but apart from Jesus, there is no union or belief in God.

The fact that one is Christian is pretty much the “luck of the draw.” There are billions of people in this born into non-Christian families & environments, & realistically having no real hope of becoming Christian. One’s “faith” is almost entirely based on “where” one was born. If you happened to have born in Saudi Arabia, what are the chances you’d be or become Christian?
