This is the kind of LA behavior that California government will likely punish the whole state to correct.

Here in the SF Bay Area, cities instituted policies of large pickups several times a year. You schedule ahead of time with the sanitation crew, and you're allowed to put out perhaps ten large items of any kind - actual number depends on city. No extra cost on your garbage bill, extra pickups are free. We've put out clothes dryers, stoves, toilets, beds, full large garbage bags - you name it. Gets take away along with your regular weekly garbage. This has had a huge impact on keeping neighborhoods clean. LA could learn something from their neighbors up north.

Los Angeles does have large item pick-ups but I guess people are too lazy to make the call.
