The White House can invite anybody over to have lunch, dinner, breakfast, photo ops, or just to sit and talk to or plan anything with Obama and the White House doesn't need the "permission" of the Congress to do this. But Congress needs to clear with the White House who can speak to them and what they can talk about?

Doesn't something seem phoney and dictatorial about this claim from Obama that Congress must obtain permission from him concerning who addresses joint sessions of Congress
