The State can not handle something like the internet not being under strict control. Much like it took a long time for the idea of a non regulated printing press to be acceptable.
The same stuff that is in effect and working for an unregulated press ... is also applicable as to what shows up on a web page. In other words what laws you can use to keep freedom of the press will work for web pages.
