That was a tactical move by Sen Cruz during the debate over the 2013 Senate bill. His sole proposed amendment was to remove the pathway to citizenship. He stressed that the proponents would get everything else that they asked for. Cruz thereby managed to reveal the Democrat's true objective, which was, and remains, to add to the Democrat voting base, not to bring anyone "out of the shadows".
