The cost may be zero to the user, but fully 100% of the energy cost is paid by someone, and I suspect that it is everyone who pays an electric utility bill. And many others, on top of that.

The SuperChargers are operated by Tesla Motors, so they pay the electricity costs, just like any commercial business.

No. It is paid for by the buyer of the car.
