I read a very good non-fiction book on this topic that I cannot remember the name of and would love to read again. Within the last 15 years or so. Any help would be appreciated.

I think it was “How to Conquer the Universe in Ten Easy Steps”

It started with floatng cities off of the coast of Africa that produced power and protien from the sea, and ended with “Bifour” bridges across the galaxy.

I read this about twenty years ago.
