Actually they do truck it to barges and dump it. But that takes time.

They need to have a special rig for their dump trucks. The garbage trucks can drive up to a dumpster, pick it up and over the cab and dump it in the back.

With a big bucket on the front, their dump trucks could travel down the street, self load, and then go dump it in the river.
