Nope if it was within the Constitutionally delegated powers then we never would have needed an 18th Amendment. Nonsense. Alcohol has been used by Humanity for 10 million years. It was accepted and long recognized as legal. Drugs are more deadly, and do not meet the standard of social acceptance that alcohol has always had.
