That's a common ruse used by the environazis at USFWS. Wanna make a species endangered? No problem, just declare a new species somewhere where there are not a lot of a common species. They did it here with Prebble's Meadow Jumping Mouse. In actuality it's nothing more than a common field mouse. But you can make 'em jump if you scare 'em real good.
I saw an article a few years ago that identified a couple of USFWS "scientists" who can be reliably counted on always to "find" a new species if they're asked.
