The Russians have OMON and they have the Internal Troops that are trained to deal with terrorism and hostage situations.
European police are woefully ill-equipped and trained to deal with jihadi terrorism.
Russians have a lot experience with it in Chechenya.

Actually I’m rather cheerful when carrying my stuff and wouldn’t dream of clinging to it.
As a generalisaton that needs a bit of unpicking. In the case of the UK, the police and security services have more experience of terrorism, from the IRA years, than probably any other Western European force. However, that form of terrorism was predominantly bombing-related, and required an intelligence-centred approach: and since 9/11 and 7/7 the British have been pretty good at anticipating and preventing further bombings, with a lot of arrests and convictions for conspiracy. Bombay/Paris-type assaults are a different matter: but there's no doubt that ever since Bombay the British police have been training and equipping for something similar - yet to be tested, fortunately.

Its a myth Europeans don’t own guns. Tens of millions do across the continent and in the UK and Ireland.
European police = inadequately armed

“Father’s Day in Harlem”
While I realize that Jeff Cooper was referring to the joke, that phrase brings back memories.
In 1972 I had a summer job working in a warehouse on Long Island at the same company where my father worked. I was riding to work with him on Monday, June 12, 1972, when the radio newscaster began reading about the Father’s Day shooting in Harlem the day before.
It seems the family gathering got a little testy. Shots were fired (more that 100 rounds IIRC). The family dog died. A vehicle burst into flames and was destroyed. A multi-story wooden porch collapsed. Numerous windows were shot out.
No human beings were hurt in this production. Not even a scratch.
There were no witnesses. Nobody saw anything.
As of that Monday morning, there were no arrests. “Police were investigating.”
They had an audio clip of the family matriarch in her rocking chair on what was left of the porch that essentially said: “I kept telling them to play nice.”
As we crawled are way along the Long Island Expressway in heavy traffic, my Dad and I were laughing so hard, we had tears in our eyes.
As the Boston bombers revealed, we aren’t any more effective, despite the billions spent and civil liberties lost.
The recent trend in American law enforcement is going back to the 9mm from the .40 S&W if you weren’t aware.
You can pick up .40 Glock 23 police trade-ins for a song these days, and still nobody’s interested.
