I don’t know but that’s one of the benefits of indirect taxes. The people can get around them. They can’t get around income taxes and withholding, which is why the government loves them so much. They get their cut of somebody’s labor first.
Missouri has about the lowest taxes on alcohol in the country - 6 cents per gallon on beer, and $2 per gallon on wine and liquor.
