Just playing the devils advocate here, but that would work equally the same in a liberal controlled legislator. I don’t get the difference other than the LIV would no longer vote for Senators.

2/3 of the states have Republican majorities which would be the rough equivalent of 66 US Senators being Republican. A veto proof majority. The way we elect Senators now puts power in the hands of concentrated population centers (cities) that are natural hot beds of socialism.
