Congress’s state-delegated constitutional power to grant patents (1.8.8), if that is what you are possibly referring to, is a separate issue from taxing and spending for space exploration.

Also, note that I’m not saying that the feds shouldn’t explore space. But let’s establish federal space exploration programs within the framework of the Constitution.
