Isn't this discrimination against the 4 year schools? Why shouldn't the first two years there be free, too?

Not only that but the colleges will be paid "per enrolled student" which means that the college will not be so swift to expel any student who does not meet the academic requirement.........

Translation: You enroll, you pass, you graduate......no matter how ignorant you really are and the college gets paid for your attendance.
