Because the pipeline is an easy vote. It's bipartisan since a number of democrats support the pipeline, too. The republicans want a quick and decisive vote that shows they can get something done since the democratic senate hasn't allowed a vote on this issue in 6 years.

It's good strategy being executed well.

Does anyone know if any or all of these points have been addressed/corrected in the current or planned legislation?

There are already 100,000 miles of pipeline in the US. How is it currently being addressed?

Pipeline is a ‘freebie’. No Federal dollars going into it, so they don’t have to take it away from entitlements. Also, it’s a bipartisan issue - most Dems who aren’t in the radical green category want it, even the unions want it.

There are not 100,000 miles of pipe carrying Canadian tars sands oil also known as DILBIT which means dilute bitumin or something like that. Dilbit is tar sands mixed with corrosive chemicals to enable it to flow through a pipe. It is acid, corrosive, and abrasive (from the sand) and much harder on pipes than most other forms of oil. My main concern is with this type of oil, and the special consideration that is being given to a foreign country and companies, unfair to both our property owners and our other US businesses.

Above all else, he’s lazy. I just can’t see him with any desire at all to keep this up another 4 yrs even if the laws let him. And the Chicago Mob has already started pimping Fauxcahontas as Baraq 2.0

Because they don't want to piss off their cronies which include the Saudis, OPEC, and powerful Wall Street players!
