Sounds like the French did a decent job. Where the two brothers were the hostage was freed and the brothers were killed. At least some at the market were freed, not sure if all.
i don't know about the end of this thing but the rest of it looks like police incompetence right from the start. others with expertise should give their assessment but here is my Layman's view.
in a city already under high alert for terrorism, the first responders to a report of multiple gunmen firing semi auto rifles are 3 unarmed policemen on bicycles. More unarmed police arrive and one is killed.
the terrorists get away and the paris police are unable to track them, even after they crash their car and hijack another.
outside paris they are observed in a wooded area but the thousands of police chasing them are unable to establish a perimeter and they escape to take hostages in a printing plant. Brilliant!
meanwhile, paris is supposedly under the "highest state of alert" with thousands of additional police, military etc deployed. no matter, the next morning an unarmed police woman is killed by another jihadist. even on the "highest alert" police are again unable to track the killer or establish a perimeter and he escapes as well, only to resurface by killing 2 more people at a jewish shop. he takes additional hostages, at least 4 are killed in the rescue.
we don't know about the hostage rescue itself, but for the rest of it, inspector clouseau would be an improvement.
