???The French police have always been armed...My understanding is that the police that were first on the scene in the Charlie Hebdo attack were unarmed. Thought I'd read that their police force do not carry guns only bully sticks?

The first two to arrive were there to investigate an automobile report. Wrong place at the wrong time. Maybe traffic cops in Paris are not armed.
