There is a simple way for his plan to be achieved....admit the one through twelve-grade system of high school is a failure, and allow each state to modify the system.
Kids ought to be given a system where they could test out by the end of the tenth grade and get a certificate (graduation) and then go onto Community College....free....off the savings of the last two years of high school.
Those who fail....stay on in high school for another year or two, and get less free Community College.
The sports crowd will hate this because it’d destroy the whole recruitment angle for colleges and the pro-leagues. But it makes everything affordable. Most people will readily admit....the one-through-twelve gimmick is more of a baby-sitter service than a real education system.
