Many police departments, including the NYPD (though I realize these guys were Port Authority cops), specifically prohibit officers from shooting people who are trying to run them over (unless they were also threatening otherdeadly force against the officer or others. The NYPD Patrol Guide states:

(g) Police officers shall not discharge their firearms at or from a moving vehicle unless deadly physical force is being used against the police officer or another person present, by means other than a moving vehicle.

The logic behind this, I think, is protecting others around the scene - if you shoot at a moving vehicle and disable the driver, the vehicle may end up continuing to move with the disabled driver, going into a crowd, etc.
