Yes and no. When Grant and Eisenhower graduated from West Point the military academies did not award degrees. It wasn't until 1933 that Roosevelt signed legislation providing for Bachelor of Science degrees from all the service academies. In 1937 later legislation retroactively awarded the degrees to all living graduates. So Eisenhower had a degree, albeit belatedly. But Grant did not.
Since most of the recent Presidents have been lawyers, I think they may have left out some of the degrees they earned.
