As explained, the French police (95%) are armed, only some aren’t and sadly the policeman wasn’t. Generally also, the French police are more para-military in getup and style and frankly tougher than the average UK police.

Thank you for the expanded explanation - I didn't realize that the unarmed cops on bikes were the exception to the rule.
