There are so many different accents and dialects in THIS country, most Americans might have a problem understanding proper English. For example, southern folks (no offense) have a way of speaking the way northern people do. Blacks use ebonics, etc.

And we don't want our police forces to have military weaponry superior to potentially similar foes, because we're afraid they'll use them on us. There must be some kind of balance - somehow, some way.
