I don't remember the numbers, but last summer I heard an official say that there were only about half as many suspects as there were victims.

Obviously some of the thugs are responsible for more than one murder on different occasions.

Between street justice and the “no snitching” among these punks there will never be as many suspects as victims.

BTW, I like street justice, it save the tax payers a lot of money.

My aunt used to live in Indy, and now lives in Fishers. She tells me the crime rate has gotten very bad in Indianapolis. A lot of areas, she won’t even go to anymore.

Denver did a lot better than Indy =>

Other U.S. cities that Kansas City considers “peer cities” had varying homicide rates in 2014. Denver, which records far fewer overall homicides, had a similar reduction of 23 percent.

Wrong answer.

What is the thing that causes the poverty, causes the lack of education, causes the culture of criminality, etc.?

Values.

Start and end with that.
