This is a union tactic to help in the upcoming negotiations for a new contract. NY has very tough unions and nothing gets in the way of a better contract.

I’m pro right to work and anti public sector unions, so I’ll not quibble with you.
In this case, IMO, the cops are responding to de Blasio’s attacks on them with dignified restraint. I support what they are doing. If the unions are behind this, at least they got it right.
For the most part, I despise unions, but in the case of cops, their union does protect them from the slimy politicians who are quick to toss cops under the bus if they think it scores political points. As for pay negotiations, every worker would be better off without unions, they just don’t realize that. Unions assure that everyone is paid the same, so there is no reward for doing an exceptional job. Not sure what the answer is in the case of cops and firefighters.
