Wouldn’t that be wasting resources and doubling the risk?

I mean, if the CIA already has human assets in place to gather intel, why would we want the Pentagon to have to set up another set of assets to do the covert ops? Obviously, not all assets can do both, but why not use the ones that can?

A spy is not a NAVY SEAL despite what the James Bond or Bourne movies want us to believe. A double agent in Beijing or Moscow is not going to do covert ops. The CIA should just run agents, wine, dine, pay and recruit them or blackmail them into providing information. Anything beyond that should be done by trained military personnel.
