Ebola has a long incubation period, so you`re telling me they can`t: Take a blood sample from one of their dying jihadists, scratch a suicide volunteer with it, then quickly move him via predetermined and established means to the area of operations, there once he`s symptomatic, he`d begin infecting others?

At the very least, wait till he`s symptomatic but still ambulatory, strap a suicide vest onto him and have him blow himself up in some crowded market or public venue?
