Not only on the dole, but you're breaking the law if you don't file a tax return.
This means if you make zero money and do not work you must still file a return.

Pay close attention to the laws that are not being enforced because there will come a day
when all of these little laws hidden in the cracks of our society will be enforced by
the Government to finally deem everybody a criminal. The final nail will be soft crimes
"misdemeanors" as a means of preventing somebody from voting, thus turning an entire
nation into serfs for a dictatorship. Everybody will be a criminal, and cannot be avoided.

Yes, it's planned. This is where we are heading.

I worked for a company that worked hard to become ISO9001 certified. And over the many years following had become very burdened by all the following documentation that eventually was added by the company. Someone decided to go through and clean up and streamline that mess, I don’t remember the actual number, but by some huge amount they removed a lot of the unnecessary documentation.

It is a company and not the government. The government has no incentive to do this. Except as you say, the incentive is to cuff and bind the people even tighter.
