Obama doesn't have to. He understands the Republican leadership enough to know saying he will veto is as good as already having vetoed.

Republicans will now start saying we don't have 66 votes, we have to find common ground, reach across the aisle, party of yes, yada yada yada.

They give up before they try instead of following through anyway and letting the process play out. One never knows for sure what might happen, we only know for sure that Republicans are afraid to try.

He stated that he is going to rule for the people that voted for him by staying home and not casting votes in Nov 2014 - Obie believes staying home is a vote for something!!!

“I’m the guy who is elected by everybody and not just from a particular state or a particular district,” Obama said when asked to address the “devastating losses” his party endured, “and they want me to push hard to close some of these divisions, break through some of the gridlock, and just get stuff done.”
