Shot the guy 14 times? That is either excessive use of force or bad marksmanship; either of which should get a cop fired.
The reaching for the baton story may be bullshit. Most cops will lie if it suits their purpose to cover their asses.

The man, Hamilton was mentally unstable and violent. He didn’t reach for the baton, HE HAD THE OFFICER’s BATON and was beating the daylights out of the cop and would not STOP BEATING THE DAYLIGHTS of the cop. This respected policeman did NOT LIE.
He actually had the baton and was beating the officer with it. You shoot until the threat is stopped. There is no magic number.
