how about "American Ferals"?

Well, it's too polite, and not quite as descriptive.

The only thing "American" about them is their continental location, by accident of birth. And knowing their black-chauvinist style (Black Caucus, Black Panthers etc) I think they'd prefer some kind of skin color identifier.

At least "domestic" has the subliminal linkage to "domestic violence" Maybe "Domestic Black Ferals".
