Chaos as a political strategy - it gives cover to a great deal of mischief, destroys the traditional forms, disrupts alliances and society, and generally fuels discontents with even the closest neighbors.

Rather like two kittens whose tails are tied together with a piece of string, then the string is draped over a clothesline.

First, the kittens mew and bump off each other. This being ineffective to dislodge themselves, they become more and more agitated. Turning to the only part of the environment with they have contact, the other kitten, they begin to tear at each other, and if not removed from the clothesline, will end in a furious fight that shall leave at least one kitten dead and the other severely lacerated, soon to die.

Chaos is similar to Anarchy. That is why a lot of early Communists were called Anarchists.
