“But if you do wrong,be afraid, for he does not wield the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoers.” Romans 13:4

The “he” referred to is the king, as we see in the previous verse. In our case, it is the state. God demands order and justice and has appointed the government as his servant to carry out his vengeance against heinous wrongdoers.

This raises an interesting issue. Making reference to scripture would appear to violate the First Amendment under most Supreme Court interpretations. However, I imagine that the usually God-hating liberals would readily share your view for this purpose alone.
