Actually, when I was in the Army in the 70s, there were a disproportionate amount of blacks in the ranks, and I find 15% a little unbelievable as approving of Obama the way blacks vote so lopsided.

I just looked at some 2012 numbers indicating that about 30% of service members (all branches) described themselves as of minority ethnicity, including black, Asian, Hispanic, Indian, Inuit and so on.
Maybe blacks constitute about half that group?
