The primary purpose for having any government to begin with is to protect our life, liberty and property. The government can’t do that if they are terrified of even looking cross-eyed at a bad guy for fear of the thug having a rotten-health induced heart attack. There was no reason why a ticket couldn’t have been given, since if he had been in trouble with law enforcement many times over selling loosies, they obviously knew where he lived.
