There is a problem in that a construction project takes several years, from planning through to finally finishing.
If other plans change, it is hard to change construction plans that are already budgeted and enacted.
A compounder is that Congress is not good on long-term planning. They’re too worried about the next election cycle.

How did this happen? Short story, this is a direct result of his Continuing Resolutions maneuver to protect Obama.
We have had no new budgets so the old line items, like the one that funded this program, must “continued” and funded because no new budget with modifications have been done since 2010.
Many more examples of this waste will surface in the future.
But don’t worry our kids will pay for it. Right?

They think its comical that NASA needs to use their rockets to get to space. They have a point.
The vacuum engine test stand will find use in the future with renewed propulsion development work in the US both public and private. J2 is not the only engine that can be tested there.
While that may not be the most satisfactory answer to economy minded people, the fact is that its a lot more useful to the US then handing out cash to illegals or urban couch potatoes plotting their next police massacre.
Last I heard, the city of Gulfport was in Mississippi.
