It isn’t a matter of condoning as much as it is a realization. Whether we like it or not, we humans are animals. Animals react to stimuli. If you harm one of my friends or relatives I will be angry. If it was an especially close relationship I will be VERY angry. Whether you thinks so or not, it is not for you to decide whether that relationship was close enough to warrant a violent response. That decision would be mine!
In this case, the shooter evidently felt both Garner and Brown were related closely enough for him to take revenge. Be prepared for more such events in the future. It may not be logical according to you but it doesn’t have to be.
Another thing you can expect is for police to “armor up” for even the most mundane jobs. They will also become more brutal. Then the bad guys (are there any good ones in this?) will change their tactics and continue as before. Eventually the police will have to go ‘full totalitarian’ to survive - if they survive. That’s when it gets interesting.
