The real question is whether the officer had a legitimate reason to grab Vasquez’s left arm:
1) Was it legal?
2) Was it following department policy?
When Vasquez exited the car and attempted to show Robinson the dealer plates — which would’ve exempted the necessity for up to date inspection tags
