They wanted things on the Party’s terms, so they had to get something done before Obama left office, but their cash crisis demanded it now.
The Cuban regime is the HQ for communist revolutionary movements throughout Latin America, and an essential pool of expertise for their client leftist governments and political parties throughout the region. Allowing the Cuban regime to fall would risk leftist gains elsewhere. Obama could not let that happen on his watch.
