I’ve heard that the local government will actually attack people who try to pick up trash or clear lots and make things look better,

because they might lose federal “blight” money.

The City Commons blog states that they have soil tested for lead and only proceed on a given lot if it comes back clean. As one would expect from a bunch of organic enthusiasts.
