As in Connecticut, they have a "Dept of Reconstructed vehicles" ( aka kitcars rods etc ) that inspects them so you can get registration.

Depending upon the state(s) I can see some entrepreneur coming up with what maybe needed to get them legal and or spare parts. I'm thinking wiring harnesses for lighting ( if needed ) and whole SBC LS engine kits etc or they do it turn-key...
