The legal system in most countries is programmed favorable to the criminal. Attorneys locate the loop holes and stretch them...even if convicted they have endless appeals and excuses .
This creep was let loose and now two have died several injured and many put through unthinkable trauma.
That is the price paid for not applying the law as it was intended to.
